TL;DR

Alberta does not require a provincial-level transporter permit for non-hazardous solid waste haulers. The Environmental Protection and Enhancement Act (EPEA) and Waste Control Regulation focus on disposal facilities and hazardous waste. Hazardous waste transporters must obtain a Personal Identification Number (PIN) and use manifests. Municipal business licences and bylaws are the primary regulatory layer for standard roll-off operators.

What permits do I need to haul dumpsters in Alberta?

Alberta's waste management framework is relatively light for non-hazardous solid waste transporters.

Provincial requirements

The EPEA and Waste Control Regulation do not require a provincial transporter permit for non-hazardous solid waste haulers.[1] The Activities Designation Regulation specifies which waste management activities require an EPEA approval, registration, or notification — waste transportation is not among them for non-hazardous materials.[3]

If you encounter or transport hazardous waste, you must obtain a Personal Identification Number (PIN) by registering with Alberta Environment and Protected Areas.[2] Hazardous waste shipments require manifests tracking waste from generation to final receipt, and carriers must include their PIN on all manifests.[2]

Waste management storage sites (such as a transfer yard where you store loaded containers) require a notification to Alberta Environment and Protected Areas under the Activities Designation Regulation.[3]

Municipal requirements

Calgary requires a business licence for waste hauling operations. Dumpsters placed on city roads require an Oversize Load/Bin on Road permit from the City's Roads division.

Edmonton requires a business licence and a Right-of-Way Temporary Placement Permit for containers placed on public property.

What are the environmental compliance requirements?

All waste must be delivered to facilities operating under EPEA approvals or registrations.[1] Alberta classifies landfills into three classes: Class I (hazardous), Class II (non-hazardous industrial), and Class III (municipal solid waste). Standard dumpster rental waste goes to Class III facilities.[4]
