Delaware requires a Solid Waste Transporter Permit from the Department of Natural Resources and Environmental Control (DNREC) for anyone transporting non-hazardous solid waste. This requirement applies whether you are hauling within Delaware, into the state, out of the state, or through the state.

Subcontractors must obtain their own permits — they cannot operate under another company's permit. The permit is issued under 7 Del.C. Ch. 60 and 7 DE Admin. Code 1301 §7.0.
