TL;DR

Florida does not require a state-level solid waste transporter license for non-hazardous waste haulers. However, local counties — especially Miami-Dade — have extensive permit systems. Miami-Dade requires either a Small Hauler Permit (single vehicle, $300,000 insurance) or General Hauler Permit (multiple vehicles, $1,000,000 insurance plus 15% franchise fee on gross revenue).

What permits do I need to haul dumpsters in Florida?

Florida's waste hauling regulation is primarily local.

State-level requirements

Florida does not require a state-level transporter license for non-hazardous solid waste haulers. The Florida DEP regulates solid waste facilities under F.S. §403.707 and Chapter 62-701 F.A.C.

Miami-Dade County

Miami-Dade has two permit tiers for waste haulers:

Small Hauler Permit — For small hauling businesses with one vehicle. Requires $300,000 CSL general liability insurance. Company info, phone, permit number, and Local Business Tax Receipt must be permanently marked on both vehicle sides.

General Hauler Permit — For larger operations with multiple vehicles. Requires $1,000,000 CSL per occurrence. Subject to a Disposal Facility Fee of 15% of gross monthly revenue within the franchise area.

Important

Miami-Dade's franchise fee (15% of gross revenue) significantly impacts profitability. Factor this into your pricing when bidding on work in unincorporated Miami-Dade County.

Other Florida cities

Many Florida cities and counties have their own hauler registration or franchise requirements. Always check with the local solid waste authority before operating in a new jurisdiction.

What are the environmental compliance requirements?

All waste must be delivered to DEP-permitted facilities. Florida has specific rules for C&D debris recycling and disposal under Chapter 62-701. Yard waste cannot be disposed of in Class I landfills and must go to permitted composting or yard waste processing facilities.
