Portland requires a Commercial Collection Permit per City Code Chapter 17.102 (annual, July 1–June 30). Fleet requirements include a biodiesel fuel mandate and engines no more than 12 years old. ROW Temporary Street Use Permits are required from PBOT for dumpster placement.
